Tool theft bill gains momentum as data reveals UK’s most targeted areas

As every tradesperson knows, few things are more devastating than waking up to find your tools – your livelihood – have been stolen. Sadly, new research highlights just how widespread this problem has become across the UK, as the Government moves forward with new legislation gathering pace to crack down on offenders and better protect hardworking tradespeople.
Tool theft hotspots revealed
A recent study by Markel Direct, a specialist insurer for tradespeople, analysed police data obtained through a Freedom of Information request to identify where in the UK tool theft from vans and other vehicles is most prevalent.
The Metropolitan Police recorded the highest rate of tool thefts, with 6.96 thefts per 10,000 people, followed by West Yorkshire at 5.11 and Bedfordshire at 3.69. The findings clearly show that tool theft isn’t limited to one region — it’s a nationwide issue that continues to cause disruption, financial loss, and frustration for those simply trying to earn a living.
Where and when tool thefts happen most
The research also reveals some telling trends about when and where thieves strike:

35% of thefts occurred while the tradesperson’s vehicle was parked on-site.

29% took place when the vehicle was at home.

22% happened in public car parks.

18% of thefts involved tools stored in outbuildings like garages or sheds.

7% occurred when tools were kept inside the home.
These figures highlight a stark truth: no location is completely safe from theft.
Seasonal patterns also emerged. In 2024, the dark winter months saw the highest spike in incidents, with January topping the list, followed by April and February.
Stronger sentencing gathers pace
While the figures are alarming, there’s renewed hope that change is on the way. Following the Equipment Theft (Prevention) Act 2023, the Theft of Tools of Trade (Sentencing) Bill is now gathering pace in Parliament, with its second reading scheduled for 31 October 2025.
This Bill seeks to increase the sentencing category for criminals convicted of stealing tools of trade. At present, most cases fall under “harm category 3,” as the majority of thefts involve items valued at under £10,000.
If passed, the Bill will reclassify these offences to reflect the “significant additional harm” caused to victims — recognising not just the value of the tools, but also the lost income, repair costs, and business disruption that typically follow such incidents.
Under this change, courts will have the power to elevate offences to “harm category 2”, allowing for more severe sentences even when the financial value of the theft is relatively low.
Encouragingly, the legislation enjoys overwhelming support, with 91% of surveyed tradespeople backing the Bill.
A stronger deterrent for would-be thieves
Commenting on the findings, Rob Rees, Divisional Director at Markel Direct, said:
“Our study shows how prevalent and detrimental tool theft is to the trades and construction industry. It’s impacting the livelihoods of tradespeople across the UK, with no location for storing tools completely safe from being targeted by thieves. We welcome new legislation, which aims to reclassify tool theft to a higher sentencing category, acting as a stronger deterrent to would-be thieves.”
Amanda Martin, Labour MP for Portsmouth North and sponsor of the Bill, added:
“It’s no surprise that 91% of tradespeople back this Bill. Tool theft is one of the biggest issues they face. Too often, sentencing does not reflect the true harm these thefts cause. I am campaigning to put victims at the heart of sentencing and ensure courts treat tool theft with the seriousness it deserves.”
